Founded in 1983, the Health and Community Service Center (HCS) provides quality dental treatment to 4,500 needy individuals monthly who cannot afford the basic cost of dental treatment. Licensed and supervised by the Ministry of Health, HCS primarily provides subsidized dental interventions to large families, new immigrants and the elderly. Our clinics also offer free ⁷dental care to needy Jerusalemites who are not included in the government basket of dental health care services, including Ethiopian teenagers and Arab children.
This is a real and underestimated need in Israel. Cavities and tooth decay are prevalent problems among disadvantaged families who simply can't afford the cost of private dental care. We at HCS are doing what we can to improve this situation by making quality dental care accessible to everyone.
Now celebrating its fourth decade, HCS has expanded to serve all of Jerusalem and beyond with its trademark goal of care with compassion.

Dentistry for Battered Women
Working with the Social Services Department of the City of Jerusalem HCS has made its professional dental services available to selected women and their children. Women who have lived with abusive men are in acute danger of losing their lives. Every passing day, their children are at greater physical and psychological risk. Without a safe place to go and without intervention, it is a matter of time until they are irreversibly harmed. The City of Jerusalem is acutely aware of this problem and has called on the HCS to join its outreach programs by doing what it knows best to do; namely, to offer dental care to this needy group. Recently,

Embracing the Future
Orthodonture Treatment Program for Young Teens
In 2012, HCS began an innovative program that targets youth in Jerusalem. Eligible candidates are adolescents between the ages of 12 and 16 who are identified by social workers from the Jerusalem Municipality's Department of Social Services as being at risk. Dentists at the HCS-operated PEF Children's Clinic provide these patients with comprehensive orthodontic treatment at a nominal fee. Restoring self-esteem to these children, who are already suffering from many of the problems that seem insurmountable to teenagers, enables them to function more effectively and happily in school, within their families, and among their peers. Embracing the Future is a revolutionary and unique program, based on the realization that aesthetics can have a profound and far-reaching impact on a youngster's life.

Dental Care Program for Arab Children in Jerusalem
The HCS supported Bridging the Gap program, seeks to expand and reach 100 additional Arab families from East Jerusalem and other local neighborhoods who are eligible to receive free dental treatment. In addition to caring for the oral health of some of Jerusalem's neediest children, patients and their parents benefit from the program in ways that are even more intangible, but just as vital to their well-being – enhanced self-confidence, a feeling of empathy from the clinic staff and its donors from abroad, and a small, but significant, step towards a sense of co-existence, which is fostered when families meet in the clinic waiting room. Mothers chat about their children, and children smile shyly at each other. These small – yet meaningful – encounters help Arabs and Jews rise above some of the tension and negative perceptions that are endemic to their corner of the world.

Smiling for Posterity Program for Jerusalem Elderly
The Smiling for Posterity Program offers comprehensive dental diagnosis and intervention to local, needy senior citizens at a nominal fee. Our patients, faced with rising food, utility, and transportation expenses, simply could not otherwise afford to make what are – for most of us – routine visits to the dentist. Patients receive transportation subsidies when necessary, thereby mitigating the problem of accessibility.
